However, you do need to meet the 125% of the Federal Poverty Guidelines to file an adequate Affidavit of Support before she can be approved for an immigrant visa. At the moment, that would require you to show an income of at least $18,212. However, it is possible to get a friend or relative to fill out an I-864 as a joint sponsor promising to help out, and if you can do that, it would still be possible to approve the immigrant visa. It costs $345 at the moment to file the petition, and $400 for the immigrant visa interview as well.

Yes you can, but if you don't make $18,212 a year you will need a joint sponsor who makes enough to sponsor your wife. It is easier to get a K1 fiance visa to bring the person here and then get married. You can see how it is done here:
